Predictive artificial intelligence and high-resolution spatial mapping are receiving a major financial boost as the Philippine government moves to modernize its national flood early-warning network.

For flood-prone communities and municipal planners, the upgrade aims to replace reactive crisis management with data-driven early intervention. Instead of waiting for floodwaters to submerge communities before deploying rescue units, predictive flood simulations give local government units (LGUs) actionable lead time to map out high-risk zones and execute evacuations before severe weather hits.

Where the ₱1 Billion Funding Is Going

The Department of Budget and Management (DBM) routed the ₱1 billion allocation directly to the University of the Philippines (UP) System under the FY 2026 General Appropriations Act. Implemented by the UP Resilience Institute (UPRI), Project NOAH (Nationwide Operational Assessment of Hazards) will split the capital across research infrastructure and administrative operations:

  • Research Services (₱935 Million): Directs capital toward high-performance computing hardware, real-time sensor networks, specialized scientific gear, and the recruitment of senior technical specialists and data scientists. It also expands Light Detection and Ranging (LiDAR) topographical mapping and machine learning models.
  • Management and Supervision (₱65 Million): Covers operational support systems, project administration, and operational scaling across UPRI facilities.

According to DBM Acting Secretary Kim Robert C. De Leon, prioritizing science-backed risk assessment reduces both human casualty and long-term economic damage to public infrastructure.

How the AI System Works

Project NOAH uses machine learning algorithms and spatial data analytics to translate complex meteorological inputs into real-time flood projections. By pairing high-resolution elevation data gathered via LiDAR with live weather streams, the system models dynamic flood scenarios down to the barangay level.

These simulations allow disaster management officers to identify exact inundation paths, evaluate population exposure, and coordinate localized responses during typhoon events.

Building on Public Tech Integration

This allocation expands ongoing technical integration between state oversight bodies and academic researchers. DBM previously paired with Project NOAH to integrate spatial hazard modeling into its Digital Information for Monitoring and Evaluation (Project DIME) initiative. That system assesses the vulnerability of proposed government infrastructure, such as bridges, highways, and public buildings—to environmental hazards prior to construction.
